The Center for Executive Leadership at the Federal Executive Institute, in conjunction with the Weldon Cooper Center for Public Service from the University of Virginia, is pleased to announce that the third High-Performance Organizations (HPO) Change Conference will be held at the Federal Executive Institute (FEI) in Charlottesville, Virginia beginning with registration at 1:00 PM on Tuesday, May 28th and concluding with lunch on Friday, May 31, 2002.
Phil Harnden (pharnde1@nycap.rr.com) of the Commonwealth Center for High-Performance Organizations; Keith Ray (RayKW@navair.navy.mil) and Joan Goppelt (GoppeltJR@navair.navy.mil) Change Facilitators from NAVAIR-China Lake, Mariellen Parks (NAVAIR HQ) (parksme@navair.navy.mil), Ken Wright (EPA HQ) (wright.kenneth@epa.gov) , and Marta Bohn-Meyer (NASA-Dryden) (marta.bohn-meyer@dfrc.nasa.gov) served as program chairs for this conference.
The focus of the this year's conference will be: (1) implementation strategies at the "microbusiness" level, including building "business/management fundamentals" and measurement at the first level, (2) working the Vision to Performance and Values to Work Culture Spirals at all levels of the organization, and (3) building the community associated with the HPO body of knowledge. A working sub-title for the conference is "The Story Of Change (Or is that Improvement?"
Please explore the web site to find a conference overview and an expected list of attendees for the conference. Attendees include a mixture of agencies utilizing the High Performance Organizations Diagnostic model developed by Dr. John Pickering and various vendors that have proven success in supporting the implementation of the High Performance Organization approach.

Purpose/Outcome : Continue to show relevance of the change model in current literature. Provide linking of reality to the model so that people can use the model more successfully. Validate the HPO Model against current organizational improvement best practices and ensure latest thinking is in the HPO materials.
Discuss recent EPA OIG integration efforts. Takeaway would be increased understanding of the continued relevance of the change model and examples of linkages. Provide more detail on how to initiate and sustain performance measures. Define some of the barriers to successful performance measures.

Take-away would be sense that you can do this and it really is important to do that.

3. Mike Boisseau, Norfolk Naval Shipyard Project Superintendent, presented an overview of applying the HPO Material to a large-scale, complicated, professional maintenance project in overhauling the USS Truman earlier in 2002. Mike used the metaphor of bricks and mortar to present an alternative way of looking at change and in applying the HPO methodology in a particular environment.

4. Ken Wright, EPA-HQ-OLE, presented an overview of the EPA’s Organizational Leadership Enterprise approach and lessons learned. Other EPA members included insights from their activities through EPA regions and headquarters activities.

8. Dave Goppelt wrote the script for "Change Trek" which was presented by the "The Not Ready for High Performance Players." The radio skit style presentation was enthusiastically applauded by those attending our day 2 after dinner session. 1. Examples of measurements- LPQ early version.
Alan Olson and Martin Machniak--SSC-SD, with Dr. Bruce Brown from ProfilePlus, discussed a case study using a newly developed instrument, the Leadership Philosophy Questionnaire (LPQ). Alan and Martin discussed the time line and lessons learned in the 360 process and provided good examples of key milestones in the process.
