Jim Stewart tells the story of organizational renewal within his department using the HPO Model as a framework for change. He describes both the organizational journey and his personal experience as change leader. Specific areas that will be discussed include: achieving management buy-in, creating a structure through which a new culture is enabled, developing leadership, the results of change, and the CEO's leadership responsibility.
"Strategic Thinking and Planning--Advancing Performance in Fairfax County" Three stories associated with the organizational improvement efforts at Fairfax County, VA, a 12000 person organizationa are reviewed. These stories include a large organizational view and then insights from two portions of the organization involved in different aspects of improving their delivery of services to the residents of the county. "Electronic Combat Range (Echo Range) HPO Story"
Pam Tillery talks about how Echo Range used to be, how it has become, and how HPO was introduced to Echo Range personnel. Pam will convey that the change is not easy and takes time, commitment, and patience. Individual development, participation, and commitment will keep the train rolling. She hopes to inspire and motivate others to continue riding the train and not get derailed.

The F/A-18 Advanced Weapons Laboratory has found it very easy to implement changes linked to the organization?s strategy. "In this presentation Tana and her colleagues will describe how they have worked from the HPO model to both improve the performance of the Council as well as integrate the work of their partners for the improvement of services to children in Palm Beach County. Their effort to extend the Networked Talent Model beyond the bounds of their own organization is unique, and includes a series of partnership agreements with multiple providers of services, development of common language and concepts among these independent agencies and a focus on expanding the work of leadership throughout the systems that contribute to the well being of children. Although this recognition has permeated many companies, there is uncertainty about how to do it. Professor Richard Leifer, co-author of Radical Innovation How Mature Companies Can Outsmart Upstarts (HBR 2000), will discuss potential application of the Radical Innovation research to public sector organizations. We adopt best practices and applied research from engineering, finance, and manufacturing. However, we are much less scientific when it comes to designing processes that leverage our human capital. In fact, this very term suggests something 'warm &fuzzy', yet impervious to measurement or analysis. Windsor's business planning process is based on the Hoshin Karin method of visual deployment and utilizes the hierarchy and parallel organizations for a fully integrated plan. "Linking Metrics and Goals at NAVAIR"
The Value Driver Tree and the V-to-P Trace can help in developing and communicating performance metrics that link to the Vision, Strategies, and Goals. The Value Driver Tree process is a good group activity to develop key metrics, while the V-to-P Traceability Matrix allows for greater detail in tracking links and goals. This 'real life' case study is ""HPO In Action"" which involves activities such as setting up and internal leadership infrastucture, re-aligning the organization and defining strategic goals and performance measures.
